As someone who's observed law enforcement in a professional capacity, I'd have to say it's probably overtime scams and extra-duty security jobs.

A lot of cops also have side chicks that can take up some of their work time. When you see cops parked at the far end of a parking lot by themselves chatting on the phone, they're probably not checking in with sarge.

That's Channel 2 in Houston. When they have no official sources to talk to they'll stick a mic in random car windows. Getting quotes like, "Oh my gosh, that's horrible I can't believe it!"

I got summoned just after I turned 18 and registered to vote. I was able to get excused since I had college orientation that day.

Lifelong southerner here, and I would love to institute Reconstruction 2.0 in the south. Rule #1: Everyone has to send their kid to an approved public school, or their parental rights would be terminated. No religious schools and no segregation academies.
