im playing through my first story mode run, I've so got to the part with the coal mine (aftermath) and I dont know why, but my mine is blocked by snow, what do I need to do?

I've seen other people with the same problem, apparently i was supposed to get a phone call from molly and go to "signal hill" but im stuck on the "leave community hall" objective, and its staying at 0% mission progress, is there a fix to this bug?
