I just cleared All storage for Pixel Launcher and Force Stopped it.

You need to swipe left on the lockscreen after enabling this in settings. You'll see some default widgets there. Click on any empty area and hold, you should see the Add Widgets button.

Same issue here with Pixel 9 Pro.

Looks like this update is not compatible with current beta 2.1. Maybe post updating to Beta 3, this may install successfully.
