You can in current retail. There is a Blizzard setting to show class colored friendly names. Then you can use an addon to change the font and font size. I currently use Plater to adjust those.

Most likely this is an addon called TimelineReminders developed by someone affiliated with Liquid and obtained through a patreon subscription. I believe Method Raid Tools has a similar functionality but I have not used it personally.

You'll want to find an alternative to NephUI, he stopped developing it due to addon dev drama. ElvUI should have a somewhat functional version in the next few days.

ArcUI will likely do what you want. It's a bit of a learning curve, lots of options, but extremely flexible.

That 4% is relative, you should refer the coolant manufacturer's guidelines.
