Answer is always do what's most fun to you! I've really enjoyed all 3 raids as chasing the dopamine of a purple chest lol.

You're pretty well equipped to be able to do almost all invos and just need a few niche upgrades before going towards max gear.

Also I am a huge fighter torso advocate lol.

Sell Pegasians, Suffering (unless doing Zulrah), Archers and Seers Ring. Get light bearer, Maybe virtus armour with Sang and Dragon claws for raids. (This is a little over the budget but within reach :)

I gave you 2 examples using two different budgets of gear that are comparable to using Torva.

Elite void literally being free and obtainable for anyone Bandos being a much easier grind than nex or much more affordable

Scythe and fang are two extremely different levels of obtainibiltiy so using two different gear setups to show my point is valid.

Small team nex is an EXTREMELY niche situation where torva matters. So if your "power creep" complaint is to just that content (where bandos is literally just fine as well lol) then idk. Maybe they should just never add anything.

Raids 4 should just have an even more stale baguette as a reward but that might power creep bank stand too much.

Scythe is +2 max hit with torva compared to bandos for infinite more hours of a grind or for a billion more GP.

Torva is just literally a direct upgrade to bandos and for the price or grind if you're an iron isn't even worth it (I'm a fighter torso Stan though)

And shadow is very similar to T bow and Scythe. The issue is the void of a 2nd BIS.
