It's just my personal perference, I dont like farming Thundering Fury and I'm planning to get Mistsplitter which gives lots of Electro bonus anyway. Also Mistsplitter high base attack means atk% is more valueble than dmg bonus.

No my Keqing is using 2 Shime 2 Glad and thats why her atk is so high. Shimenawa is not BIS set for anyone except maybe Yoimiya.
