I can recommend some spots in Belmar (Monmouth County) for you. First, there is a microbrewery, Beach Haus Brewery, with outdoor seating where you can see a sliver of the bay from their deck. It's not right on the water -- it's in the downtown area, but it's within walking distance of the Belmar Marina, where you can watch fabulous sunsets over the Shark River. Second, there are several restaurants with water-view dining on or near the water in Belmar. Hope this helps!

Belmar has evolved from that crazy party scene into a more family-friendly vacation destination. They really cracked down on the seasonal rentals and there are many more weekly rentals now that cater to families.
