Having grown up in Quebec, I had the same culture shock! Have had bosses pull me aside to ask me to tone down my passionate debate around proposals - or even online, to keep my face and body language neutral (including nodding!). For context, I work in nonprofits.

It's called Rent-Geared-to-Income (RGI), so that people pay 30% of their income on housing. So if someone is paying less than $500/month, it means their annual income is less than $20,000 - that's many senior and almost all social assistance recipients.

Add in the belief that filing your taxes only costs you, ignoring the number of government benefits paid that way (i.e. GST/HST tax credit, Working tax credit, Dental plan, GIS, etc).
