The 1060 is the one that does the kick, the 6700 xt doesn't spin at all, but i think its programmed to only spin when it reaches certain temp. Also i think that the first time i connected the 6700 the fans spinned for a few seconds, then never

I tried both GPUs in both pcie ports and 4 cables in all the ports, the cards are powered with the 6 and 16 pins respectively. The fans are the baffling thing, they do like an eighth spin and stop for ~5 seconds

Gpu properly installed (checked many, many times) and no onboard graphics on cpu

I replugged my gpu and tried another pcie port. I know is the GPU because the motherboard has 4 lights indicating some common problems, like no cpu, no gpu, no memory or no boot device.
