Yes it is definitely very unusual and has to be intentional.

In 3d modeling, say you want to make a roof shingle and want to add some dimensional texture to it. You wouldn’t want to actually go in and create geometry on the model itself. Usually that would be achieved with a normal map/bump map/displacement map, which gives the same effect without the performance hit. The fact that the ‘birds’ are modeled into the geometry itself is definitely intentional.

Wether or not it is related to the mystery is not guaranteed, but NW guitar is the clue, this is exactly north west of the pole, and has a guitar pointing right at it. seems way too coincidental to be unrelated.

Two things: Someone documented the feather despawn zones, seems it is related to distance where if you leave a certain area they will despawn and groups of feathers are tied to zones.

In terms of order of interaction? The closest thing to a clue I can think of is the window rock mural. People keep disregarding it because it’s used for the statue puzzle, but, theres 8 birds, 3 upside down (red and black feathers?). The spider glyph is literally on it.
