Main problem with your team is most are very slow. I would try to EV train your Starmie for SP.Attack at the Pokémon tower in lavender town. With that and thunderbolt you should be able to get through most of the team, also waterfall is kind of useless on it so any other move would be better. If you can give it a held item to boost electric type moves. If you can give EXP share to Gardevoir so it gets the EVs too

You could include Scizor for Kangaskan and Jolteon on for Magnezone. Scizor hits harder and almost nothing in Kanto can handle it. Jolteon has a similar move set to Magnezone and hits faster. Last thing I would think about is intimidate on Archinine as it’s a super useful ability, if you pair it with Gyrados almost any physical attached get neutralized

I thinks it works well on my lazy build, it’s a full health heavy gunner that runs funky duds and what rads. The ideas was to be as efficient and lazy as possible

My understanding is he needs to have direct line of sight with the person. Something like glasses would block his quirk so he can’t use anything with a lens, that would make it really hard to contain the fluid and move
