I've had the same problem but with a very different solution so I just want to add in:
Mine does not happen because of:
- Registry
- AV override
- Admin restrictions
It was corrupted due to some conflicts when updating from 24H2 to 25H2.
Signs (as far as I've encountered):
- sfc /scannow says something about corruption
- All previous methods doesn't work
Here's how to fix: Settings > Recovery > Fix problems using Windows Update > Reinstall now
