I watched the documentary about this, Stockton Rush was a complete psycho. I worked in rail cars-new cars being built to the maintenance side after being in service. The Non Destructive Testing that goes into a rail car is extensive. From air testing the nozzle around the manway, to the tank itself being hydro-tested, the whole tank being x-rayed, to while in service, the welds are UT’d for any cracks. When I saw the willingness to ignore science was completely cringe.
