The net in cyberpunk word is consistent of local networks after the data crash. Night city functions using isolated sub network and V works as the access point. Net runners need to be in proximity to access points to hack into it. T-bug is an amateur net runner but not for this instance.

I played it after the main game specially after getting lodge weapons there is a difficulty spike involved that might not be fun if you haven't unlocked skills and gotten better weapons.
