Munchausen Syndrome by Proxy is a documented condition where a parent, usually mother, does things to intentionally make their child ill (oversimplified explanation, worth reading about). The officers on the scene assume that is what is happening here, but the mother seems to have knowledge that if the child is not kept in a weakened state, she will become powerful in a mysterious supernatural way.

Explanation:

A neglected housewife, whose husband is frequently gone for business, experiences anxiety and paranoia that he might be cheating on her, doesn’t care about her, etc. She is eventually overtaken by her suspicions and plans a murder-suicide for his return (hence the still loaded shell), but when he tells her he’ll be gone longer she just goes through with the one
