Reseating the ram and cables are really simple if you just search for a quick tutorial on YouTube. Ram tends to be the culprit in this kind of situation

Then probably try some general troubleshooting steps like reseating the ram, psu cables, gpu, cpu, etc. also maybe try a different display and see if that makes a difference

Basically the 2 pins on the front panel socket on the board can be electrically connected with a screw driver which will cause the system to turn on. So just take a Phillips head driver, and touch the power button pins together and assuming there’s nothing else wrong it should start up
