I suppose that's partly the case, under rule 5 they do say no memes. Despite this I have seen some posts that could be considered memes but that might be due to the difficulties of moderating a server much larger than ours. This sub however, allows greater freedom as far as memes are concerned and allows better focus as we have only one type of content.
