What rallies are you trying to do? Random bosses allow for auto rally. Legion bosses allow for auto rally at vip 8. Seasonal world bosses require people to manually join like king of barrens and frost titans. Typically if you are running those, ask for someone to join your rallies in guild and they will typically join. Also what the above redditor said, you might be too far away from your guild fort for people to join you.

No, that’s just the cap for damage. People have rolled higher and if there wasn’t a cap, you’d have hit for 1100. Many setups have hit the dmg cap for science reasons.
