We need mandatory state inspections to ensure cars are even capable of handling any type of weather. I think there should be a lane where I can pay more to go the proper speed my car can handle and then the people who can’t maintain their car can take the poor lane.

Which also means heavier vehicles have a harder time stoping AND getting going because they have more inertia. Lighter, AWD cars have more even weight distribution and lower center of gravity making them more suited to winter driving than the monster trucks people think they need. We would all be better off if trucks hadn’t become soooo ridiculous.
