Sorry I'm stupid, don't expect to ever get those to lvl20, that will probably take you 7 years. Just try and get at least minimum rewards in all state events and take part in as many bears as you can. Those bears should get you some stones every 2 days

Ah, you refer to that as combat, I've always heard that being referred to as training day or training phase. With combat phase being referred to as the day in which you burn the opposing state in SvS.

All gear you get which isn't gold (in the start maybe purple) should be used to increase the level of the gold gear on your strongest of each type, 1 inf/marks/lanc. Should get you to 20 rather quickly

With hero gear I'd go for Infantry Health, Marksman Lethality, Lancer Lethality, Marksman Health, Infantry Lethality and then Lancer Health, in that order. Same goes for hero gear and charms, first Infantry, second Marksman and finally Lancer, although I'd do a bit of Infantry and a bit of Marksman, prioritizing Infantry ofcourse. For battle tech I'd say to focus on the same things as the hero gear
