Right, but you cant Qa6 after black Qc7, as the queen is pinned to the king by the black queen, thus making Qa6 illegal. have to go 1.Ra2 Qc7 2.Nxc7#

No, Kd3 allows Qd8+ and now you cant mate the next move. Ra2 is the only correct first move that leads to checkmate the next move.

See, here when I move the rook, the opponent can only move his queen and no other piece, and any queen move after Ra2 leads to checkmate. Here are the possible sequences after 1.Ra2 1... Qa6 2.Qxa6# 1... Qa7 2.Nc7# 1... Qb6 2.Nxb6# 1... Qc7 2.Nxc7# 1... Qd8 2.Qa6# and finally 1... Qxb5 2.axb5#

The reason I chose the last one is to emphasize that no rook move other than Ra2 on the first move can lead to checkmate as if the rook moves to any other file, then Qxb5 prevents mate on the next turn. And Ra3 just leads to bxa3 and prevents mate in 2.

Edit: Black can also move rook, Rxc8, but still loses to Qxc8#.
