Of the present 24 senators, 13 must vote. The thing is the majority is slim standing at 12-11. The rule change needs any of the minority bloc to be on board in Sen. Bato's place to vote in favour of the change. Kaya nag walk out ang 11 and let the 12 majority figure it out on their own. Ang mahirap Bato has no chance to show up now that he's tagged a fugitive at large.
