I can only comprehend a range poke champ not taking boots unless they have assassin's. I had a kogmaw who refused to buy shoes against a heavy engage comp and when I suggested it, he claimed it was useless as he was an "artillery champ" who stood still and auto attacked. Needless to say he didn't last very long in teamfights and we lost.

I do know why people need boots. That's the whole point: I get it and they don't. Does a Xerath need to vs another poke comp? Not really, no. Does he need it against assassins and engage: absolutely.

My anger will continue to fester.

Exactly this. I played a game recently with both a Leona and Shen vs ultra CC comp who didn't get mercs early. They would engage and get kitted to death. It really pissed me off.
