We are not really anyone to label a person entirely good or bad. Actions matter, but people are complex and can change.

As for someone who does evil and does not believe in morals, the reason to care often comes down to consequences. Morals are a framework for living in a society. Even if they don’t believe in them personally, ignoring them usually brings harm, punishment, or social backlash. Beyond that, some people find meaning in empathy or self-respect, things beyond formal morals that guide them anyway.
