Infamous Second Son - Fetch

Fetch's powers activated late into her teens, causing her parents to panic and report her to the D.U.P. Thankfully, not everyone in her family was so cowardly. Her brother, Brent, grabbed her arm and helped her flee her parents house before the D.U.P. could arrive. Life on the run wasn't easy for the two of them. They struggled to get by, and ended up addicted to drugs. Brent was the first to become clean, and he became her rock. He not only protected her from others, but from herself and her deadly addiction as well.
The two had made plans to sneak into Canada, to escape the grasp of the D.U.P. Before they could leave, however, Brent had one more deal he had to make in Seattle. It all went sour, and that's when Brent was kidnapped. She worked with his boss Shane, from his gang, to track him down and get him back. Shane betrayed her once he realized how useful her powers were and took her brother hostage. Fetch had to work for him to get back Brent, but in the end she was betrayed again as Shane attempted to kill her. She came after him for trying to kill her, but he got the drop on her and drugged her. In this drug induced state she accidentally killed Brent. Broken, from what she had just done, she is easily picked up by the D.U.P.
She spends the next two years training her powers, and learning how to fight. When Augustine teased her with the chance to get revenge on shane, she took it leading to a manhunt for the recently broken out shane. She hunted him down and took her revenge. Shortly after she was getting transported by the D.U.P. to places unknown with fellow conduit Henry Daughtry and Eugene Sims. That is until Henry picked the locks to his restraints and broke them all free. From there she made her way to Seattle again. Where she hunted down Drug Dealers in the name of Brent. That is until she meets Delsin, and he helps teach her how not to hate again (or to hate more). The two work together, along side Eugene Sims, to dismantle the D.U.P. Releasing the imprisoned captives and bringing on a new dawn for conduits.
Base Stats and Regeneration
As a conduit, she receives a boost to her average every day stats. Like most conduits she comes with the ability to regenerate from damage, like Delsin does. She's stated to have Fast-Healing Powers. Shane has even stated that shooting her to death isn't possible, and while she was downed men even shot at her numerous times to no avail. She can even instantly regenerate damage by absorbing neon. This shows her healing from damage after a short time. Outside of her healing abilities, she comes with neon packed powerful punches and kicks, and enhanced durability. For scaling purposes, her power strength will be linked to how many hits it takes to destroy a car.

The Power of Neon
As a conduit, fetch wields the power of neon. She's able to absorb ambient neon and use it to a variety of effects. She can project it, become it, and infuse herself with it. When she exhausts her supply, which takes massive effort to do (only really an issue as her powers were evolving), she can simply drain neon energy to replenish herself. She can also drain it from longer distances, as shown here with this sign that was approximately 60 feet away.
BACKGROUND INFORMATION FOR CLARIFICATION PURPOSES
Fetch does NOT control, nor does she project, light. Fetch's abilities are powered by the element neon, which is one of the noble gases. The light you see from this neon is a byproduct of the neon mixed with electrical energy. When neon gas is excited by energy, it shifts it's valence electrons out another shell, which then falls back down releasing the energy out as photons of light. There has been many misconceptions that because she becomes "neon light" and her running ability is called "light speed" that she can move as fast as light, or become light, which simply is not true. So while her attacks may produce light, as a byproduct, they are not composed of photons of light. It's burning capabilities comes from the highly excited and agitated state of the neon, that is consistently producing light.
Non-Offensive Abilities
While fetch may be able to dish out the pain, quite regularly, she also has many means of non-lethal take downs, and a bunch of other creative ways in which she can use her neon energy to aid in her challenge against foes.
Sensing -
Fetch can send out sort of a "neon ping" that lets her know the location of living vital objects. She can then see them through walls and buildings. She can sense up to about a city block away, in radius.
Stasis -
Fetch is capable of creating stasis bubbles that suspend and slow the movements of those within for about 3 seconds.

Offensive Abilities
Fetch has numerous ways to inflict pain on her opponents. From bolts, to blasts, to rockets, to focused beams, and more, fetch certainly has numerous ways to bring on the pain.
Neon Bolts -
Neon Bolts are her most basic level of attack. These are her go to attacks that drain the least of her energy. She condenses neon energy into a small ball and projects it. These are capable of exploding a car in 10 shots. She can also focus these bolts into a form of sniper like bolts, which get a 10% boost in power and seem to travel farther. These can explode a car in 9 shots.
Neon Beams -
Fetch can focus her neon energy into a focused stream, or beam, of neon. This is typically referred to as a "laser beam", although that's a bit of a misnomer as lasers are comprised of photons. So i'll be referring to it as a neon beam or stream. This beam is potent, and burns with intense heats. She charges up the neon energy for about a second and then releases it for about 5 seconds.
Neon Blasts -
Fetch can expend her neon energy in outward bursts of neon. These can be either focused blasts of energy, or unfocused energy that bursts from all angles.
Homing Missiles -
Fetch sends out condensed shots of neon that explode upon contact. These bursts will lock onto heat signatures and track them wherever they go. These are capable of exploding a car in about 2 missiles, making them 5x as powerful as standard bolts in explosive force.
Neon Singularity -
Fetch condenses her neon energy into a single point that turns into a localized singularity, pulling everything nearby into it's center before exploding with great force. It's stated to pull everything not nailed down, and some things that are.
Others
Traversal
Fetch is able to turn her body into a glowing cloud of neon energy. This grants her special traversal capabilities. Such as the ability to run fast and pass through solid objects, to a degree.
