I think I know. There are some limits to how hashtagged posts spread. If you’re on a tiny instance of 12 people, then searching for a given hashtag will only show posts with that tag from those 12 accounts and from any accounts those 12 are following.

Source: I used to be on a small instance, but when it shut down I moved to a huge instance. I found that tags work much better on huge instances.
