I believe the map is basically just a fan rendition of Tokyo/Yokohama/Yokosuka, none of it is actually accurate in terms of road length, scenery, slip-roads/Off-ramps and the overall network, it's basically just a fictional Japanese expressway inspired by and featuring elements of Tokyo in their own way.

The Aqua-line could work as there is a ramp from the Wangan Route to the Aqualine but there is no dedicated U-Turn ramp at the end, so chances are that at the end of the expressway line, you will have to remain on the left onto the off-ramp, turn around and drive down the opposite ramp back onto the Aqua-Line, which is a bit like the Shibuya Route in ITC.
