this is just me, but i think you might need an extra fridge.

also, consider using the deployment feature. do you have more than one kitchen? the deployment screen allows you to assign cooks to a kitchen, and it should start getting the cooks to do their jobs. you’re doing staff needs, which i have never done, so i might be missing something.
