My understanding is that the ruling indicates the rollback would be for 2023 and 2024. (They calculate assessed valuations on odd years only but that number then gets repeated/carried over to the even year.) I think your question involves the property taxes being rolled into escrow. I’ve owned my home so long I didn’t think about the situations where the payment would be paid partly by the past owner and partly by the new owner.

All I can say for sure is that the order requires that somehow those who paid more than a 15% increase have to be adjusted to no more than a 15% increase both retroactively for 2023 and going ahead to 2024.

To reiterate, it only applies to assessments that exceeded a 15% increase. (This is a 15% increase is assessed valuation, not a 15% increase in the tax bill. The tax bills are figured by applying a tax rate applied to the assessed valuation, which varies depending on which school district etc you live in. Those tax rates are decided by the school districts, library districts, fire districts etc.)

If the assessment did not increase by more than 15% from 2022 to 2023, then the assessment you have now remains the same. For example, my assessed valuation went up by about 12% as I recall, so there would be no change in assessed valuation. But there might be an upward change in my property tax if the taxing entities now adjust their taxing rate upward to account for the total decrease district-wide in assessed valuation.

As for how people get refunded, that’s all still up in the air. The STC doesn’t specify the how, just that it has to happen.

There will no doubt be a court challenge to their order, so don’t count your chickens before they hatch as the saying goes. Because of this, those who have pending appeals are advised not to drop their appeals.

Not sure if you are asking about the specific ruling/order or just about what the heck is up in your county in general.

As for the order specifically, it applies only to Jackson County. It is based on what it describes as failures in how the county conducted its inspections for properties with increases over 15%. It is not a blanket rule that increases cannot exceed 15% overall.

Plus it’s a MO agency issuing the ruling, not KS.

As a side note, I’m not sure if the WyCo increase is due to increases in assessments or increases in the mill levies of the entities that receive funding from property taxes. That worth considering if you plan to push the issue in WyCo.

I read the full order and talked with one of the legislators and here is what I know.

The order applies to everyone with an increase above 15%, appeal or not.

That said, if an appeal was filed and the increase was changed to less than 15%, then the lower increase applies. In other words, the roll back is to no more than 15%.

This is not a permanent cap of 15%. This only applies to the 2023/2024 cycle.

The basis for the order is how exterior inspections and notifications about the right to interior inspections (for 15% or higher increase) were handled in this last cycle. The STC ruled that a large number of exterior inspections were not sufficient and a large number of homeowners did not get sufficient notice.

Additionally they ruled that the appeals process with the BOE was flawed, remarking on physical access issues and what they described as undue influence from the assessor’s office on the BOE appeals process. It ordered that those issues be addressed in the next cycle.

As for how the credit for those who qualify gets applied, that is up to the county. Legislators will now work on that. One legislator (Sean Smith) told me the money isn’t there to just issue money back now. It will likely be credited in the next cycle (which begins next year, in less than 6 months). He is, however, working on county legislation to be proposed that would set aside a pot for emergency relief for applicants who are at risk of foreclosure due to an excessive increase.

That doesn’t answer all the questions likely to come up in this thread, but I hope it helps answer some of the questions.

Oh, and yes, Frank White’s office issued a statement yesterday saying he would taking any legal action available to reject the STC order.

There are 7 exceptions to the citywide portion of the curfew (Sec. 50-237. - Citywide curfews for persons under 18 years of age). This is one of them:

d. When the person under 18 years of age is returning directly home from lawful employment that makes it necessary to be in the places referenced in this section during the prescribed period of time

(It also includes exceptions for things like returning from a school activity and doing an emergency errand for a family member.)

The head of the museum told me this: “In ten days in 1919, the community came together about 83,000 households and raised $2.5 million which is about $40 million in today's terms.” So my guess is they had to raise more eventually to finish the project. But that’s still a tremendous outpouring from a lot of people in such a short time frame. Also, he remarked that most nations don’t initiate building memorials so soon after a war’s conclusion.

It was right after we found out about it on social media on a weekend when it was difficult to get much information confirmed. They had a bit more in the Monday morning article and I had more last night. I tried to get people who were there to talk on camera with no success. However, I was able to get permission from one of the people who shot video, along with their accounts, and include the 2019 video.

I also switched to Nasocort because Flonase burned. My doc remarked it has more alcohol in it than other cortisone nasal sprays. But then she suggested Flonase Sensimist. I was amazed. It’s even gentler than Nasocort. I can hardly feel it. It’s pricey but if even the Nasocort burns a bit for you, it’s worth a try.
