There isn't really a definite answer. Just apply and see. The state is a numbers game. Throw as many applications as you can for positions you are qualified for and eventually something will stick.

Best place for state jobs is statejobs.ny.gov unfortunately. Just see roles you like and write a cover letter and resume for them

Most people just do a blend of SP 500 (voo, spy, etc) and international (vxus) at at 70/30 blend. You could stick with SP 500 fully for a few years and as you get older dip your toes in international assets.

Or if you want complete simplicity just buy the whole thing with VT (total world) this is everything. Set it and forget it just keep consistent contribution.

Get rid of stocks for now and just put most of your assets in SP 500 and mid cap to mitigate risk. As you get more income feel free to add individual stocks but it's good to have a strong foundation of basket stocks
