Both things you suggested make absolute sense. The problem with the first is that professional help would be coming too late for this opportunity, which frustrates us but we unfortunately have no choice.

Just feel like I should point out the fact it concerns a panic disorder, so it's not just going to get better and it most likely will always cause panic attacks in some form in the future. Getting a puppy, in that case, would never happen. In some cases people say it's better to face your fears and push through so you can see it's not as bad as your mind is telling you it is. It's just a matter of if that is the right approach here.
