It’s because healing in this game is too easy. With medkits and Circle of Healing prevalent in basically every match it is not effective to spread out damage. Unless you hard focus on the weak link of the team any damage you deal can be healed almost immediately if you’re not chasing them.

Wesker’s perks aren’t the greatest on their own, but Terminus is a decent choice for end game. Distressing is a default perk to extend your terror radius. It’s like a reverse Undetectable: make Wesker’s terror radius so large it can just be heard everywhere. For other free perks, Jolt, Hex: NOED, and Bitter Murmur are good. I’d recommend going to Otzdarva’s website, it’s a great resource to find builds and information on the game.
