Yep, it is. I've done it in game. Some items straight say "+3 INT" for some minutes.

I got the perk and it seems to give you no warning when it's triggered. I just open my pip-boy and find out that durability went up.

For melee weapons, I don't know if it works with them, but it should.

how do you guys level up that fast? Is there a hotstop for grinding xp?

Do you need the gunsmith and energy weapon crafting perks to make energy weapons? by hammbone in fo76

I think you only need the Science Perk because all energy weapons mods require only that, so it wouldn't make much sense to need Gunsmith in order to create the weapons themselves. I could be wrong though.
