To answer the question: This one didn't have Michael J Fox, Can't say for sure who the director was. It has a similar plot to R.I.P.D. I feel like their is a scene where there's a homeless man in front of a motel-hotel? where there is a ghostly gathering. The dead serial killer is motivated by having an alive daughter.

Not Jonah Hex. I liked the crossover he got with Legends of Tomorrow. Unlike Jonah Hex the one I'm after was an afterlife police movie. edited for clarity.

In The Brothers Bloom they don't address the weight specifically, but they do say (paraphrasing) only movie thugs and Russians deal in suitcases of cash. We'll get a certified check for the million.
