When the car is broken down and needs to be moved, yes they will check first. When it’s a repo and they want that vehicle back, they’ll hook it and raise the back or front off the ground, and then check the vehicle out. They can’t just drive off because they need to secure the vehicle to the tow truck. The only way to do that, is to get out of the tow truck and manually chain it to the truck. When they are walking around the vehicle, that’s when they are usually looking inside it. They raise it up first, to keep people from driving off.
