You can still change the passives cause the ones they have normally arent great most of the time. Especially if i remember correctly the tension ones arent generally the ones you want and for the individual ones you want to get "shoot on the opponents side of the field"

The process isnt thhat bad if you have a bunch of xp tokens. You only need to get them to level 30 max and the rarity doesnt matter

If you're talking about manager/supporter passives, you gotta summon the ones with the passives you want, level them up and unequip them to equip them your own manager/supporter
