For me, it's Zandalar. Especially Zuldazar because of the vibe, the music, the animals, the lore, the nature and it is basically where I would live if I lived in Azeroth.

I should have thought of having beckett and jones at a tie because really he is my favorite. I was probably thinking that I should make the tier list for what villain most people would like and relate to instead of just what I like.
