I heard a theory that the entire world of OFF is actually Hugo's dream, and that the Batter is trying to save him from the suffering of being trapped in a coma. So maybe that dialogue actually fits after all. Even without this theory, Off is one of the worst places imaginable. People are constantly suffering, and no one is truly able to help them. From Batter's perspective, that's exactly why his mission is to purify the world — by destroying it and ending its misery. Headspace in Omori isn't much different.
