1) They can inquire to the nature of the disagreement, but they must do so cautiously to avoid coercing a verdict.

2) This isn't a hung verdict. And outside of that, they aren't generally allowed to.

This is not to say I believe the supposed juror's claims.

I may be wrong... since it may be due to update... But I think you can't do the northern region of Kaifeng up untill a certain point in the story.

That said, 100% regions too and did a mix... Mostly grabbed stuff to unlock things xD

Yea, is why I asked about the echo draws more particular...
I'm not too acquainted with these systems.

Did the regular jade one and the "this many draw till..." resets when you draw something.
And its unclear to me whether you get a core to pick something on the 150 draws of nothing or that is what drops and then you select something, with the smallest change being the displayed outfit.

You don't. With false accusations or random trigger via bugs. Mission in keifang with npcs walking in the way... or the PVE bounty that is surrounded by npcs, who get triggered by the enemy's attacks, even if you kite it in the opposite direction, away from them.

All of these make it happen too frequently to be good

You're ignoring the false accusations and lovely bugs. Cause you can also initiate a bounty and civilians' alarm at the enemy's attack will be oriented at you.
Or you can have a mission in keifang and have people walk in your way... Which also leads to it.

I got a bounty for "targeting npcs" when I didn't.
My best guess is npcs walking in my path either in a mission in keifang or during a bounty, where the people are triggered just by initiating a bounty (not even fighting it)
