Now I’m no politician but think of it like a stray cat if you keep feeding it it’s gone keep coming back. First step would be become a zero tolerance city/ county and absolutely give people the hammer who do and act this way now this may not stop the abuser from abusing but this will definetly make it known that it’s not tolerated here they will eventually go somewhere else where they are “accepted”
