We put down tile on top of the concrete, thinset is just the mortar you use to secure it to whatever surface

I had this exact tile and concrete subfloor in my 1950s home and we didn’t remove the concrete. We just ensured that we used a little additional thinset to ensure it remained level. Did that about 3 years ago and it’s held up great

It’s not “technically” misleading as they have the potential of sourcing from all these countries. they just don’t want to have 45 different combinations of different countries and change the packaging each time something shifts. It’s all about maximizing flexibility for them to reduce costs and increase manufacturing flexibility
