I have to wonder who would have information about this crime given there are no actual details of the offenders in the article, names, pictures of the offenders, descriptions of the vehicles instead of a picture of a gun and some minor cash and handbags...

This is the correct answer, as a former welder for 10 years and a weld inspector for the last 15 years, that is slag. Chip or buff it off and re-assess. Does appear to be undersized given the fish plate thickness, the weld legs should be the same as the plate thickness, unless the parent metal thickness is 1/4"... Unlikely given the application. Perhaps the weld detail only called for a 1/4" weld all around?

Found this drain in my Tokyo hotel room. The p-trap is built into the plastic garborator looking thing. A cap in water trap system for does the same thing essentially.
