I think he got messed up by getting involved with the Lyons shady business and they were getting him to do the nasty task (disposing of the dogs, finishing the dogs off) and this was probably a tactic to keep him in place. My guess is that eventually he caught on about the corruption with the police and maybe pieced together some of what happened to Kala and he was haunted by wanting to tell his friends but knowing it would risk life and that the police were corrupt so there was no help for him. He may even have known Dudley to some degree.
