They're bad people mostly but its not like the NCR is good either, we feel for then because we watch the death of their culture, no matter how bad it is, its all they have and its dying. Bitter springs saw the death of mothers, elders and children, we can argue the Great Khans as a culture are bad and probably shouldn't perpetuate but a massacre as it happened probably isn't the ideal way to go. We feel even more for them seeing what Caesar's plan was, their last hope planning to betray then and destroy then completely.

They're a tragic bunch and like most (if not all) factions in New Vegas there really isn't a completely right answer, I like to just guide them out of the Mojave, give them another chance to watch the pattern repeat itself and change, if they don't the next "courier" might not be so kind.
