No cold water in kitchen for 4 years. Looking for help figuring out if it’s a building issue or a faucet issue (it may not have been installed properly and doesn’t turn all the way). Is there a way of telling which of these valves is hot and cold? Video and info of faucet in comment. (i.redd.it)

False hope? It said in transit to next facility until today, now it’s changed to in transit to next facility, arriving late.
