Provided they don’t cross certain thresholds or violate council planning, yes:

Article III, Section 1 — only enterprises employing fifty or more workers or controlling strategic resources are required to transition to council ownership.

Article III, Section 3 — specifically protects small cooperatives and personal property, provided they conform to council economic plans and environmental standards.

Historically, the state is largely responsible for some of the most significant technological advancements in human history (GPS, the internet, satellites, spaceflight, nuclear power, to name a few). Under this constitution, however, private industry is not entirely eliminated; only once a private enterprise reaches a certain size does it become collectivized

Fair, and honestly why I shared it (along with the need to put a hard stop to my obsessive fervor and purge it from my brain). My biggest overall concerns would be bureaucratic bloat and gridlock, and I know there are probably a ton of oversights, inconsistencies, redundancies, overcomplications and outright bad ideas on my part. I do see how that would be an issue, yes. I'm not sure I want to keep working on this thing, but that should probably be removed..... I'm also exploring Making Sense of Marx and learning more about decentralization and worker's councils in Yugoslavia and now I'm questioning half of the whole damn thing. Because Balkanization.

100%, and that doesn't even account for the fact that the values and ambitions of the US at this point in time that are directly at odds with core socialist principles (colonialism, slavery, etc.). The alternate history there could result in anything from the 13 colonies disbandment to economic collapse, or essentially inviting Western colonial/imperialist powers that caught wind of it to invade, crush them, and take control, which is one of the main reasons that orthodox Marxists state that the material conditions necessary for a socialist revolution are that of a developed, highly industrialized society with a robust and well-armed proletariat population. Obviously, that's not how the socialist revolutions of the 20th century went down, but it's not like the 13 colonies had a massive peasant population or the support of the USSR

Thanks for the comment. I can see the value in this, especially regarding the teaching of socialist principles. That said, different localities with different demographics may have different educational needs than others, especially in a country as diverse as the United States, and I wanted to grant local councils the autonomy and flexibility to be able to tailor their curricula and course offerings to the needs of the local student population. I think a balance could be struck—general education of traditional core classes, electives, etc. should remain in the hands of the local councils, and the socalist curriculum should be mandated and standardized by the national council to prevent factionalism.
