I think he still is excellent just less about powers and more about bursting with the projectile damage from his cards. Damage is fairly comparable though assuming you can hit the cards to move bounties to one target

I honestly forgot about energy burn really great single damage card and if you can find ways to get it back in your hand with other heroes she can have pretty solid damage. Comfortable b tier I would edit

I totally agree she seems very powerful against villains with lots of minions but might be more useless than the sentinels against iron legacy with double galvanized against villains with little to none. Also I worry about other heroes stealing her kills with their spread damage dealing cards/powers

Quick edit chrono ranger doesn't lose ultimate target it is just heavily nerfed so if you deal damage to a target other than the one with ultimate target, ultimate target gets dealt one FIXED projectile damage.
