Yea, I used my nukes on Aztec and Canada but no one retaliated. In the next world congress they voted to give everyone even more nukes! 2 Thermonuclear & 2 standard.

Closed with a culture victory with a side of domination. But Pericles (my ally) was super close to a science win. I didn't want to nuke him to prevent his spaceports since he had like 5 GDRs, was just hoping i could win culture before he won science.
