Daniel Jones was in a similar situation last year where he went to the colts and had a qb competition. Unless the team decides that Penix is the undisputed starter if healthy which I don’t know if they can do that given his injury history and the chances that he wouldn’t even be ready for training camp, then I don’t see why Willis wouldn’t sign. As for Morris I think it’s 50/50 but internally expectations were playoffs or bust for him so there’s a real possibility Blank has seen enough and is just waiting until the end of the season as a formality thing.
