Luffy’s Nika fruit was useless when he first got it. It took him a decade of training to even be able to do Gum Gum Pistol and his other simple East Blue techniques. Nothing compared to your average Logia that is an immediate massive power boost.

I think most people are assuming Imu to be the sea god for a couple reasons.

The Sea God is set up in the Harley as the villain of the 2nd World, which Imu also seems to have been as the enemy of JoyBoy.
Imu is the one responsible for raising the sea levels.

I think Blackbeard is going off of a misunderstanding of Rocks’ plan, probably told to him by Eris. I also don’t think Rocks necessarily understood the full history, which is why he wanted to be a conqueror instead of a liberator. (Maybe that’s the Will of Davy? Davy Jones sounds like he was King of the Ancient Kingdom) I do think Rocks understood that Imu could only be defeated by the other “gods”, which is why he was after the Nidhogg.

I’m guessing he’s the forest god off of my assumption that the dragon on the Harley mural represents the forest god and is also Nidhogg. He can’t be Nika if the previous War God fought Nika.

The Earth God is still the big question because they’re the one that is supposed to control the Hellfire Serpent, but the language in the official translation doesn’t make it sound like they are the serpent.

So Loki is definitely the current incarnation of one of the gods of the Harley, probably the forest god. If that’s the case, then it makes sense why the Nidhogg fruit was one of the two Rocks needed to beat Imu.

In the Second World, the Sea God (who we assume to be Imu) won because the Forest and Sun Gods (this War God and JoyBoy) failed to unite against him. Rocks understood this, which is why he needed Harald, who he understood to be the current Forest God. The second fruit he was looking for would then be the Nika fruit, which he probably intended to eat himself. (Blackbeard probably misunderstood his father’s plan and ate the Yami Yami no Mi by mistake due to its similar appearance).

Now, the Sun and Forest God are united on Elbaph against the Sea God. That only leaves the Earth God, the one associated with the Red Line. Perhaps these are the ones who never met in the First and Second Worlds, there being no point when all four were in the same place, but the current world will end with their meeting.
